SONI are consulting on a modification is to incorporate the requirements set out in the EU Network Codes related to Demand Connections into the SONI Grid Code.
Commission Regulation (EU) 2016/1388 of 17 August 2016 establishing a Network Code on Demand Connection aims to establish a set of common, minimum requirements and principles for demand connections across EU Member States.
In 2023 SONI proposed to modify the Grid Code to incorporate The Network Code Demand Connection Code. The modification is in line with the DCC Network Code and the UR part-approved DCC Requirements – absent any change to the Metering Code. Initially, this was valid on the basis that Tariff Metering requirements as per the existing Code could be applied regardless.
However, incorporation of these requirements prompted discussion within SONI of demand and its changing nature. Any demand incorporating power electronic converters will likely introduce harmonics and thus influence power quality, for instance. Experience with data centres has demonstrated fluctuations in their energy consumption of such magnitude as to impact system frequency. Single-phase loads introduce phase imbalance. All of these phenomena must be observable to the TSO so that their nature can be understood and any adverse impact on the power system monitored and, if necessary, minimised.
It is proposed to achieve this by creating a new Sub Code to the Metering Code specifically for Demand, leveraging the changes already proposed to the Grid Code and, in summary, stipulating that where demand connections to the transmission system are made that SCADA and Event Recorders (together, Operational Metering) should be available in addition to Tariff Metering as provided for by the existing Sub Codes.
Consultees should comment on the suitability of the proposed changes.
