SONI has today published a consultation paper on Contractual Arrangements for the procurement of a Low Carbon Inertia Service (LCIS). 

This consultation paper covers the proposed contractual arrangements governing the provision of LCIS and a number of areas relating to the design and parameters of the LCIS procurement process. This consultation paper should be read in conjunction with the following accompanying documents (available under the questions in the 'Materials' section):

  • proposed template for the Low Carbon Inertia Service Agreement between SONI and a service provider in Northern Ireland;
  • proposed Low Carbon Inertia Service Protocol which specifies the compliance requirements which a LCIS service provider must satisfy as well as the performance monitoring procedures that will be applied;
  • AFRY Management Consulting report entitled ‘Low Carbon Inertia Services (LCIS) – price cap and imbalance price proposals’ of April 2023.

Responses to the consultation, preferably structured in line with the specific questions raised in this paper, should be submitted via the SONI consultation portal before 09 June 2023.
